Could a roulette wheel be implemented somehow? in which there are a certain number of different items and when falling into one of them it is given to the player?

Yes, although the visual aspect would have to be entirely custom made. 

 

Nothing in the event system would stop you from generating a random number and granting rewards based on that though. It just wouldn't be very visually appealing given that it is a primarily text based system.

Maybe just have a vendor "Gambling vendor" Then when the event like Cheshire said, runs it can play an animation? That wouldn't put it on the screen like above but you could maybe show it spinning then a message with "You won" or "I won" with the dealer's portrait, like a normal dialog.

It lands on the item on the spinner if that's what you mean, it does do that. Then it places the item in your inventory and gives you a message letting you know you received it.

I'd added a little spin animation and a sound effect when the wheel stopped. It didn’t have to be super fancy, but even small touches like that made it more fun to watch.
If you’re into these kinds of spinning prize ideas, Slot77 might be worth a look. They’ve got some cool mechanics that could spark some ideas.
