You can launch even with ressource just inscrease the skill variable to give xp when the player cut a ressource.

No the client need a running server to being able to play. You could put the server in the game document. The player will be able to play but than the player will also be able to make their own online server. If you truly want a local game than you will have to edit the source.

I heard that the source aren't release yet cause intersect engine has been bought by EA and they plan to sell it as a DLC. Indeed the engine is now a P2W engine. That also the real reason behind the donation: Jc collect money to buy some source then giveaway to few AGD member.
