Have you tried "Center, Bottom"?  Edit: Did some testing myself now that my server is back online and neither works. I did find a workaround tho. "Bounds": "446,4,384,54", "Alignments": "Bottom", Puts the hotbar in the Bottom, Center  Could be edited for other GUI elements to be put at the bottom center as well.
