[Request] Custom Tileset

I'm looking to have a tile set made. I like spriting but I don't have a whole lot of free time, plus I'm kind of bad at it.

Was hoping to do a dark-tech themed universe. So Half (ish) Neon Cyberpunk kinda sci-fi (so like Metroid Prime meets Star Citizen), with hints of life kinda like the feel from Ori and the Blind Forest.

Was hoping for whatever the artist would consider as a "standard set":
Shops, homes, tech buildings (energy harvesters, watermill, windmills, server scrapers) , ruins
Roads, paths, new sets of flora types that fit a "dark and poisonous, but really pretty" mindset
several types of natural water/animation (waterfall, springs, tainted, electrified)

The whole shabang, with auto-tiles in mind. Willing to talk out further specifics, in general I was thinking of starting with whatever I can fit on 1 tileset. 2 if it's not too pricey or maybe more If I can work in bulk. So willing to negotiate on prices.

I know what I have in my head, I'm just not sure how to communicate it out, any questions appreciated so I can also refine my inquiry.

Bump - Apparently someone posted to this thread, but deleted their post or something, but also it went straight to my spam folder.

Just want to say my savings for this project is now 4 digits left of the decimal. Soooo "willing to negotiate" was more me saying I want this done, not I want it at a cheaper price.

The "if it's not too pricey or working in bulk" is simply my ignorance on what prices for gigantic projects normally cost. Say a 32x32 pixel box is 50 bucks, how many flipping boxes is in a city?
Is it 5k for a tileset? is it a flat 800? Who knows! Noone has this data listed...

If I may; I believe making tilesets to be similar to programming in the regard that depending on the content, or what that 32x32 tile consists of, it might take a lot longer or be a lot more difficult than other 32x32 areas.

In programming, I can write 32 lines of code for a familiar/simple feature in under an hour.. but if I'm working on a whole new complex design I could spend several hours working on those same 32 lines. (Because a lot of it is writing them, realizing the code isn't good or work work in some future scenario, and then rewriting again until your happy.)

If I'm right, and pixel art is similar, then you might not find many artists offering flat rates per tile, but more so hourly rates on time. (Which leads to a whole mess of other issues.)

Just something to consider, not that this will help find an artist or help you estimate costs XD

With that in mind, actually.. the TimeFantasy artist does hourly based work:
