Not legally. Since this is clearly an edit on the RPGMAKER VX base tiles they still apply to the RPGMAKER liscence.

what I was looking for and trying to make my self are destroyed roads burned up cars and buildings boarded up,

now if I make some that look pretty decent I will allow for everyone to use but till then I cant find anything yet

you can use as a reference to create your own tiles, I believe it can not be legally used as long as you have an original rpgmaker copy or something like that

"Please note that our graphic packs are licensed for use in RPG Maker only!", so not legal until the person use rpg marker instead of an engine like intersect, eclipse...
