Questions about GUI layout and animated sprites

So I have recently downloaded intersect and I can’t seem to figure out where the xml file is for the GUI layout is. Also, so animated sprites work? I edited the server config xml but it doesn’t appear to work. Anyone else have luck with this and if so how?
