How to put mist on the map?

I have only 2 days using beta 3.1 I really liked the engine.
Could someone tell me how I put fog on the map?
Or other effects like rain etc ...

If you look at the bottom right-hand corner of this screen you can see the fog options under "Properties" in the map editor.
