What software is best suited for edit paperdolls?

You can do it with all the bitmap editor (Photoshop, gimp, Photofiltre, Paint.NET) I suggest you to try a software with multiple layers. So not photofiltre 6, paint...

I'd suggest using Paint.Net or Gimp, both are viable solutions. Also, what Gibier mentioned is crucial, make sure the software you are using can support layers. Something like MS Paint will make your job more difficult than the contrary.
