Step Backward/Forward Command for Player Not Working

I want to make a scene where the player reacts in surprise to something by stepping backwards. I've been playing around with the "Step Backward" command, but the player always freezes as if a "Hold Player" command were given. The "Move" commands work just fine, as do the rest of the commands. It's just "Step Backward/Forward" that are not working.

Is the "Step Backward" command not what I thought it was? Isn't it "keep the player facing the direction he's facing and move him one space in the opposite direction"?

 

My problem is the "Move Backward" command is acting as a "Hold Player" command.

If you want to make cutscenes, it's best to hold the player, then release him so he can walk and hold him again, always like that, the player can't control the character if an event is controlling him.
