I noticed that every time someone logs into the server the processor goes up there. What can it be?

Well when someone log into the server it need to load all the player's data which use cpu ressource.

Yes, but it ends up late and reversing on the server.
of 13% of the CPU, goes to 90% of 99% of processor usage, this is not normal.

It is depending on the CPU strength and load that needs loading.
I've seen small tasks take up 90%+ of CPU before, it's quite normal
