Removing Increase Speed button.

Trying to make it so players can't use it and managed to get the button to disappear with the + but now it appears in the top left corner. How do I fix this?

You should try to turn hidden and even disabled tags to True. Anyways, you should not do that because any player could modify that document, enable the button and increase their speed, and their will get an advantage while others don't even know about the existence of that document. You should wait until source release to customize the points usage.

So essentially players can increase their movement speed infinitely by enabling it themselves? 16 is the base movement speed but I would really like that not to be increased lol.

Not infinitely, but yeah, until source is out, people will  be able to increase their speed.

Not that I know of. Only thing I can think of is to add a huge damage debuff for every stat point in speed..
