Question about setting up point system

Yes, I am trying to figure out how to set points system after leveling up.. I want to set it up as every 10 levels in speed you get an extra point starting off with just one and going all the way to level 100 getting 10 points. The kicker is I want only be able to spend 2 points per level on speed.

Might have to wait for source for that.

If stats were modifiable through events, this would be possible through a common event set to auto-run. But since it's not a source edit is the only viable option.
