NPC summon NPC with spell

Is it possible for an NPC to summon other NPCs by using a spell?

 

I successfully created a spell that I can use to summon NPCs but not for an NPC to summon another NPC.

NPC's can't trigger events, so you would either have to program in a 'summon NPC' spell, or the ability for NPC's to trigger events.

How do you mean? 

When my NPC uses the spell I created, it does not summon another NPC. Is it something wrong?
