"Plugin Service Is Not Yet running"

In Windows 7 SP1 with .NET Framework 4.7.1 has this error:

Message: Service 'PluginService' is not yet running.

beta 7 isn't "officially" supported yet. Might want to mention you're using that here. Though I wouldn't recommend using it.. this being one of the reasons, it's not very well tested on a variety of systems yet.

 

As a side note, Windows 7 is no longer officially supported by Microsoft so if that's related to the issue you're also peeped.
