Yes it is.  
1- use time editor and create times
2- create a repeatable quest.
3- Create 2 new page in npc.
4- in first page put the quest   in quest settings you will see quest completed event open that and write if completed event switch newpage = true
5- add that switch to second page for start
6- conditional branch if time is 00:00 newpage=false
 
In here when newpage=false its repeatable quest.
but when newpage=true theres clear nothing typing.
