I'll give the summarised version, this is all explained in the cutscene when you first start the game redesigned by @WereAlpaca so make sure to check out that as its really cool!

 

There are 4 soldiers who went seeking for a cure for a massive plague scourging Odium. A witch promised them a cure but and without thinking they take the cure and save the city. But at the cost of becoming the first werewolves. Because of this, the 4 soldiers became angry of their new misfortune and become mortal enemies and thus creating the 4 packs. At night time there is constant fighting to rule the lands of Sylvenus and the humans are all caught in the middle of it all. The story begins with you as a soldier for the city of Odium trying to fight back against the creatures of the night.

 

But as always there is a twist which I wont explain since ya'll need to play the game when we are done :D

Just to add a little to what Kibbelz said. There is a whole history behind the packs for sure, as you'll see in the cutscene. There is also a connection between the werewolves and the gods but we won't spoil too much. I'd like to give a break down of actual werewolf selection in case anyone is curious.

There is a main quest from lvl 1-30 (Werewolf Dilemna from King Ratticus) that eventually gives the choice to pick a Werewolf Pack. The four packs you can choose are Winter's Calling, Terra Firma, Firefang, and Thunderclaw... Winter's Calling is located in the icy terrain of Hoarfrost mountains to the Northwest of Odium (the central city). Terra Firma, to the northeast, is nestled in Umbra Forest home to Forest Watchers, Rangers and the evil Occultum. Firefang which lies in Stom Desert, is in close proximity to the Fire Cave and Fire Pyramid (each pack zone has an elemental cave and elemental pyramid that is home to a specific god). Lastly, Thunderclaw to the southeast is in the same vicinty as Sky Castle, another high level area. This  is a common theme in each pack zone: Equally high level dungeons and mobs in all 4 locations, so that none of the areas are unbalanced.

In essence, there is no major difference between the werewolf packs other than specific skill sets (which are balanced across packs), skin color, and location. Even the main quests are the same, and you can switch your pack at any time. Having said that, we know that some will prefer to have their home in a certain location. Either because they like the scenery, the others in the pack (We'll have a pack chat option), they feel the one their in has better pvpers, or they just like the name. Whatever it may be, you can freely choose anyone you want and not have to worry about being locked in at any time.

Another add on:

 

At night time you have the option to transform into a werewolf and either fight for your clan or just fight for yourself. Or remain as a human and just continue playing through the game. The choice is yours :)
